You mention Chapter 7 here, but I think you should be looking in Part 2 of Chapter 6.  That is where the director first talks about making an example of Bernard.  He will talk about it again later, but this is the first time.There are a couple of reasons.First, the Director is embarrassed because Bernard has made him reminisce about something in his (the Director’s) past.  He has started to think about the time that he went to the Reservation.  Clearly, something embarrassing happened then and he does not like Bernard hearing him talk about it.Second, he is able to threaten Bernard because Bernard is so different from how he is supposed to be.  He doesn’t like to take soma, he doesn’t like to be promiscuous, stuff like that (you see some of it in Part 1 of Chapter 6).
