What role did Franklin Roosevelt’s New Deal play in the development of cooperative federalism?

By definition, Franklin Roosevelt’s New Deal programs such as the WPA were federal programs and did things that had previously been reserved for the states.  In that way they helped to weaken state power.But they did give the states power in some ways, leading to cooperative federalism.  Most of the programs were given to state and local officials to run as they saw fit.  There were rules from Washington that were fairly general, but within that framework, the local governments decided how the money would be used.  This helped develop cooperative federalism where both state and national governmental entities would be involved in running the same programs.
