The answer to this depends to some degree on what country you are asking about.  However, in a democracy, all of the laws for a country are produced by its legislative branch.  That is, after all, the whole role of the legislature.  The role of the legislature is to make the laws for a country (or for something like a state or province).  Once the legislature makes the laws, the executive branch is supposed to enforce them.  There are also rules that tend to be made by the executive branch.  These have the force of law but are only legal because the legislature says they are.  In short, the legislative branch makes essentially all of the laws.
