It depends which early legislation you mean.  The Sherman Anti-Trust Act was passed in the early 1890’s and was supposed to be a progressive law designed to break up large combinations and monopolies.  Instead, the government and the courts ruled that unions were actually trusts, and the law was used to make them illegal.If you mean the Wagner National Labor Relations Act passed during the New Deal in the 1930’s, it finally legalized and legitimized unions in this country by guaranteeing the right of each worker to collectively bargain with their employers.  The immediate result was the formation of new unions like the Committee of Industrial Organizations (CIO) under John Lewis, and greatly increased membership in groups like the American Federation of Labor.  Union membership steadily climbed into the early 1970s.
