In this story, both Mr. Parsons and the beggar who tries to get him to give money share the same handicap.  Both of the men are blind.They both became blind in an accident at a factory where they were both working.  This happened fourteen years before the time in which this short story is set.  The explosion happened at a place called Westbury.  We do not know what the factory made.  All we know is that there were vats there and that the factory probably ran on gas power because it is a gas explosion that causes the disaster.
