I believe that the cause of the animosity between these two men is mostly political.  Sam Adams is the most radical of all the people who are part of the leadership of the rebellion.  By contrast, James Otis is much more moderate.  Adams scorns him for talking about the rights of man and the “glories of the British Empire” (towards the end of Chapter 8).  This shows that Adams thinks Otis is not anti-British enough for Adams’ tastes.I do not think they make up, but they do both agree that they will support the idea of a rebellion.
