Romeo says the second of your two lines in the last scene of the play — Act V, Scene 3.  He says these lines to what he thinks is the corpse of Juliet.  He is saying that she looks so beautiful that he wonders if Death itself wants to have her for a lover and is keeping her beautiful.The first of your two lines is spoken by Juliet.  She says it in Act III, Scene 5.  These are, sadly, the last words she ever speaks to Romeo.  She tells him that he looks pale, like someone who is dead and in a tomb.  That, of course, is how he will be when she next sees him.
